Pioneer Stormwater Management Project


On October of 2007, the City of Ann Arbor, Washtenaw County and the Ann Arbor Public Schools partnered in the grant design application for a storm water underground storage tank project to be located on the grounds of Pioneer High School. The grant has been accepted and it is now time for the Board of Education to make a binding commitment with all parties and to make the final determination of where the tanks should be located.   Attached to this memorandum are two options where the tanks and porous pavement can be placed on Pioneer grounds.  

If the Board of Education decides to make a binding commitment, a choice to proceed with option 1 or option 2 will be necessary for a long term easement.   The County and City presentation will walk through the other details and process that determined why Pioneer High School needs to be the site for stormwater storage to help Allen’s Creek residents.

This will be a board action item on the September 10, 2008 agenda.

On Monday, March 3 at 7:00 PM, the Count and the City stormwater management teams held a public meeting at Bach School to discuss conceptual plans for an underground stormwater storage facility to be located on Pioneer High School property and other stormwater storage facility projects.  The purpose of the meeting was to obtain feedback from the community.  There were about 40 people in attendance that listened to all of the available options.  The capacity of all of the other options were less than 1/10th the option that the Pioneer site offers. 

On November 10, 2007 the County and the City stormwater management teams, working with the District, brought to you the conceptual plans for an underground stormwater storage facility to be located on Pioneer High School property.  The purpose of this retention project / basin would be to improve water quality and reduce flooding in Allen’s Creek drain.

The following is the conceptual project statistics:
    Drainage area         = 310 acres
    First Flush Volume         = 393,000 cf (facilities would detain 100%)
    Bank Full Volume        = 1,800,000 cf (facilities would detain 22%)
    Cost                = $ 4 to 6 Million

The Board of Education’s approval was originally scheduled for March 2008.   The funding for this project in not finalized so the request for approval has been delayed to September 2008.
