WHO NEEDS The ENGLISH LANGUAGE PROFICIENCY ASSESSMENT (ELPA)

At the time of enrollment in Ann Arbor Public Schools a Home Language survey must be completed. It is used to determine whether the student’s native language is one other than English, or whether another language is spoken in the student’s home. If either circumstance is true, the student will be assessed to determine English language proficiency. As required by the State of Michigan, identified students will be assessed using the ELPA (English Language Proficiency Assessment) Screener.

If your student has been in a United States school for two or more years and has not had ESL (English Language Support) services and parents/guardians do not believe assessment is necessary, please bring in standardized test scores, report cards, transcript, etc. to demonstrate satisfactory academic achievement. The ESL teacher along with the counselor or classroom teacher will review these records to determine whether or not the student must be assessed.

Grade K-12 students that do not achieve a proficient level on the ELPA Screener are eligible for ESL services.  Parents/guardians of eligible students that want to decline ESL services must communicate directly with the ESL teacher, classroom teacher, and/or counselor in writing.
